I've never had a MTB bracket out. From the several pics, looks like a ball race with an outer seal? Though that seal looks slack, or slack from worn bearings?

That isn't the bearing seal, it's a sort of plastic shim that Shimano installs between the bearing and the crank arm. It's a little bit of an odd design and the after market replacement bearings are slightly larger. They do away with that shim to allow a direct contact between the inner race and the crank axle.
